Before I launch straight into this madness, I need to preface that this is not the kind of thing I typically want to use Substack for. The following really falls under some sort of picto-blogging format or a discussion forum. However, because the subject brings attention to the minutiae of the Godzilla franchise, and celebrates its many characters, I couldn’t help myself. I want attention brought to these aspects of the series—To promote its rich history of wonderful characters, creatures and all they have done for each decade of the genre.
The character you thought was Rando Yaguchi is actually Mitsuo Katagiri from GODZILLA 2000: MILLENNIUM (as he appears in the Full Metal Missile sequence).
There's definitely Mendel Craven from Godzilla '98 in the King Caesar shot (body warmer and shorts), and arguably Mayor Ebert and his aide Gene (on the left) and Lucy Palotti (at the front) too! I can't account for the red coat dark hair lady, though.

French agent Phillippe Roache defintely wears suspenders in one small scene of Godzilla 98
